Bake for 15 minutes, then carefully flip the vegetables and continue baking for another 10-15 minutes. Depending on the size of your vegetable pieces and the amount of space on the tray (a fuller tray may require an additional 5-10 minutes), continue baking until the potatoes and pepper are fork-tender and the onions are caramelized and slightly crispy. Remove from the oven and set aside to cool slightly. Reduce the oven temperature to 350°F (175°C) for the casserole bake.
  • Cook the Quinoa: While the vegetables are roasting, add the rinsed and drained quinoa and vegetable stock (or broth/water) to a small pot. Bring to a boil, then reduce the heat to low, cover, and simmer according to package directions until all the liquid is absorbed and the quinoa is tender and fluffy.
