Step #1: Preheat oven to 400 degrees.

Step #2: Mix dry ingredients until well combined. Add in sugar and wet ingredients, stirring to incorporate.

  • 1 cup old-fashioned rolled oats
  • 1 cup all-purpose flour
  • ½ teaspoon salt
  • 1 teaspoon baking powder
  • ½ teaspoon baking soda
  • ½ cup firmly packed light brown sugar
  • 1 cup milk
  • 1 large egg, beaten lightly
  • ½ cup unsalted butter, melted and cooled
  • 2 tablespoons dark cocoa powder
  • ¼ cup mini chocolate chips
  • 1 tablespoon oatmeal, to top
  • 1 tablespoon mini chocolate chips, to top
